Dear Members of the Northern Ireland Executive,

I write to you not with a routine complaint, but with a declaration of a medical, legal, and ethical emergency that requires immediate and decisive Executive-level attention.

I am currently in my seventh consecutive week of detention within Holywell Hospital under conditions that fail to meet even the most basic standards of care, oversight, and advocacy. I am self-representing because the systems in place to protect and support patients—particularly Inspire Advocacy—have failed to engage, intervene, or advocate in any meaningful way.

This correspondence sets out the urgent areas of concern:

1. Collapse of Advocacy Services
Despite repeated and formal requests for support, Inspire Advocacy has failed to act on issues relating to unlawful detention, legal representation, and the absence of tribunal access. Their lack of response, clarity, and presence has rendered the service ineffective. No proactive safeguarding of my liberty, health, or dignity has occurred.

2. Obstructive Communication and Institutional Deflection
Every request for information, guidance, or support has been met with slow, vague, and bureaucratic responses. In a context of escalating health and legal concerns, this level of passivity becomes not just neglectful but dangerously complicit.

3. Evidence of Welfare Failures
Photographic evidence submitted illustrates unacceptable living conditions, including:

Meals that are nutritionally and hygienically substandard.

Storage rooms used as patient spaces, lacking infection control or dignity.

Broken and decaying infrastructure unfit for therapeutic care.


Importantly, I want to state clearly that the nursing and healthcare assistant staff are not to blame. They are doing their very best under strained and under-resourced conditions. The failure is not at the front line—it is structural, managerial, and systemic.

4. Concerns Around Confidentiality and Ethical Oversight
I have no confidence that my privacy has been maintained, nor that Inspire Wellbeing is operating with ethical transparency. At no point have I felt protected or prioritised by those mandated to represent my interests.

Calls to Action
I now formally request the following:

An immediate, independent review of the care standards, governance practices, and advocacy services at Holywell Hospital.

A full account from Inspire Advocacy regarding its actions, omissions, and decision-making in this case.

An urgent, unannounced external audit involving the Northern Ireland Human Rights Commission, the Care Quality Commission, and the Department of Health.

The implementation of safeguards to ensure no patient is left isolated or voiceless in our healthcare system again.
